Covid play guidelines

With the resumption of practices and games in Region 254, it is important that our players, families, and volunteers are aware of our Region’s latest safety policies. As many of you know, the L.A, County Public Health Department has issued several orders addressing how youth sports are conducted. These orders affect how we conduct our business as a region, as well as how our access to facilities like schools and parks is governed. After consulting with the Regional Board, as well as our partners at Burbank Unified School District, Burbank Parks & Recreation Dept., and AYSO Area 10V, we have developed the following safety policies Mask Use Policy. These policies will take effect immediately and will remain in effect until modified or cancelled.

MASK USE POLICY

AYSO REGION 254 has created this MASK USE POLICY in order to be proactive and protective of our players and families:  Any questions or concerns should be addressed to the Regional Safety Director at: [email protected]

GAME DAYS

SPECTATORS
On game days, all Spectators aged 2 yrs and over must wear masks on field regardless of vaccination status. Additionally, in Divisions which utilize referees (10U and Above) all spectators must sit or stand in the area to the left of the Coaching Area (from the perspective of facing the field). Spectators will not be allowed to sit along the touch line on the half of the field where the Assistant Referee is (to the right of the Coaching Area as facing the field). This is being done because Assistant Referees engage in a lot of running and movement - and will have the option to do so without masks. We do not want spectators sitting or standing close to them if they choose not to wear a mask.

PLAYERS
Players have the OPTION to wear masks, while playing, regardless of vaccination status. This is discretionary according to the comfort level of the player in either wearing, or not wearing, a mask.

Players must wear masks while on the sidelines when not in play regardless of vaccination status.

REFEREES
- Center Referees: have the OPTION to wear masks during matches regardless of vaccination status.

- Assistant Referees (AR’s): have the OPTION to wear masks but are strongly urged to do so when near coaches or players regardless of vaccination statusAR’s must use masks when approaching the Coaching Area to obtain substitutions during substitution and halftime breaks

COACHES
Coaches should wear masks on game days while interacting with players during quarter breaks, during play, and before and after games regardless of vaccination status

PRACTICES

PLAYERS
Players have the OPTION to wear masks while actively practicing regardless of vaccination status. This is discretionary according to the comfort level of the player in either wearing, or not wearing, a mask.

Players must wear masks while on the sidelines when not in practice regardless of vaccination status.

COACHES
Coaches that are active participants in practices (i.e. running and/or executing drills) have the option to wear masks. Coaches that are not an active participant must wear a mask regardless of vaccination status.

SPECTATORS
Spectators aged 2 yrs and over are required to wear masks at practices regardless of vaccination status.

COVID-19 TESTING AND PROOF-OF-VACCINATION REQUIREMENTS

Region 254 is required to follow L.A. County Department of Public Health’s Health Officer Order(s) (“DPH Order”) regarding Youth Sports and Covid-19. Follow this link to view the guidelines. http://www.publichealth.lacounty.gov/media/Coronavirus/docs/protocols/Reopening_YouthSports.pdf

The latest DPH Order (dated August 30, 2021) requires COVID testing or Proof of Vaccination of youth sports players and volunteers as follows:

- 12U players and below: no testing or COVID-19 documentation required

- 14U players yet to turn 12: no testing or COVID-19 documentation required

- 14U players 12 and over: proof of vaccination required, or proof of weekly negative test.

- 16U: proof of vaccination required, or proof of weekly negative test.

- All Volunteers 12 and older: proof of vaccination required, or proof of weekly negative test.

Volunteers and players 12 and older who are vaccinated but who were exposed to a COVID-19 case on their team must test weekly for two weeks and prior to any games (details TBD). A negative test must be shown to our Board Member Safety Director. Additionally, completion of a Return to Play form may be required.

Additionally, all players and volunteers 12 and older will need to provide Region 254 with one of the following:

 (1) Proof of vaccination (defined as receiving the second dose of a two-part vaccine, or administration of a single-shot vaccine, at least 2 weeks prior to the week in question);

(2) Proof of a weekly negative COVID-19 test (must be either PCR or antigen test), or;

(3) Proof of prior infection (within the past 90 days) and completion of quarantine.

Per the County’s order, self-attestation (i.e. you telling us that you or your player took a test and had a negative result) will not satisfy this requirement. Proof of compliance with one of these three requirements must be provided (preferably by email) to the Regional Safety Director at: [email protected]. Or, if you are not comfortable emailing it, you may show it to an Executive Board member in person at locations TBD.

For those who don’t have, or don’t feel comfortable showing, proof of vaccination, LA County requires us to have weekly proof of a negative COVID-19 test. Many BUSD, LAUSD and private schools offer weekly testing at no cost to the students, and there are many other low-cost or free services at pharmacies and religious institutions.

CONSQUENCES OF NON-COMPLIANCE

Persons who refuse to comply with either the Mask Use Policy and/or the COVID-19 Testing and Proof-Of-Vaccination requirements set forth above, are not allowed to be present at practices and/or games and are subject to immediate removal from the premises where practices and/or games are occurring. Repeated and/or intentional violations of this policy may subject a violator to suspension from participation in, and/or removal from, the Region.

CONCLUSION

These new rules and policies are subject to change, and may be added to or modified throughout the season if necessary. We thank you for being a part of AYSO Region 254 as also thank you for your anticipated cooperation and compliance with these new policies.
